  1. yes it does because it pulls horsepower from the engine, anything that has a belt and gets its power from the engine poteitnally takes away from the horsepower and of course takes away from the gas mileage you may not notice because the difference would be minor on 4 cylinders its more noticeable than on a 8 or diesel engine
